Honestly, some of Google's practices won't scale down if the company is truly small or micro in size. There's so much left on the table by large enterprises, so we needed to make it explicit. Nonetheless, small teams aren't off the hook because of size constraints: there are still disaster recovery drills that they can run as game days. It comes down to how compelled they are to value it.

About the counterfactual part, that will remain a difficult proposition: "How can you prove what you have prevented?" The truth is that it might come down to comparing the current and future state to past performance. If you see a reduction in incident frequency and intensity, then perhaps the reliability work made a difference.
